Short answer
Do not use mineral surface roll roofing on a flat roof. The model code does not allow it below 1 inch of rise per foot, and many wrappers say 2. For a flat or low slope roof that still drains, use a self-adhered modified bitumen system (peel-and-stick base and cap), an EPDM sheet, or have a roofer install TPO or another low slope membrane. If water ponds, fix the slope first.
Why mineral roll roofing fails flat
Mineral roll roofing is lapped like shingles: water runs over each lap and off the roof. With too little slope, water sits at the laps, wind pushes it uphill, and freeze and thaw work it in. That is why the code sets a floor of 1 in 12 (IRC R905.5 handout) and why GAF and TAMKO set theirs at 2 in 12 for standard rolls (GAF, TAMKO).
What works on a flat roof
-
01DIY friendly
Self-adhered SBS system
Best for: porch, garage and addition roofs that drain slowly
- Layers
- base + cap
- Slope
- low slope rated
- Install
- no torch
- GAF lists Liberty for low slope areas from 1/4 or 1/2 in 12, depending on the document, up to 3 in 12 (GAF).

-
02No seams
EPDM rubber sheet
Best for: small flat roofs a single sheet can cover
- Thickness
- 45 or 60 mil
- Install
- glued, edges terminated
- Hunker estimates EPDM can last more than 20 years (Hunker).

03Hire it
TPO, installed by a roofer
Best for: larger flat roofs, reflective white surface
- Seams
- hot air welded
- Roll width
- 6 to 12 ft
- Details: TPO guide.
Check these before any flat roof
- Ponding. Look the day after rain. Standing water means the roof needs more fall, tapered insulation, or another drain.
- The deck. Replace soft or delaminated sheathing.
- Walls and edges. Where the roof meets a wall, flashing matters more than the field.
- Who installs. A flat roof over living space is a big leak risk. If in doubt, get quotes; the cost guide shows what to compare.
Questions people ask
Can you use roll roofing on a flat roof?
Mineral surface roll roofing, no: the IRC sets a minimum of 1 inch per foot and makers often ask for 2. Low slope roll products are different: self-adhered modified bitumen systems and EPDM or TPO membranes are made for flat and low slope roofs that drain.
What is the best roll roofing for a flat roof?
For DIY, a self-adhered SBS modified bitumen system or a one piece EPDM sheet are the usual choices. TPO is common on commercial flat roofs but its welded seams are mostly a roofer job. We have not tested these; pick by slope, size and skill.
How much slope does a flat roof need?
Enough that water drains and does not sit. Low slope systems list their own minimums; GAF documents list its Liberty system from 1/4 or 1/2 inch per foot depending on the sheet version. Ponding shortens any roof’s life.
Is a 19 inch selvage roll OK on a flat roof?
No. Double coverage selvage rolls go lower than standard rolls, but TAMKO still lists its selvage roll for slopes of not less than 1 inch per foot.
